Policy Brief: Reclaiming Equity in South Africa’s Fresh Produce Markets

Transformation for inclusive growth and empowerment of smallholder farmers

South Africa’s fresh produce sector, vital to rural livelihoods and food security, is plagued by deep structural inequalities. Despite its R53 billion market value, small-scale and black-owned farms remain sidelined by entrenched commercial interests and anti-competitive practices. Grounded in findings from the Competition Commission’s Fresh Produce Market Inquiry and Kagiso Trust’s civil society-led research,  this policy brief calls for urgent reform to restore fairness, inclusion, and efficiency in municipal fresh produce markets.
